Microsoft AI chief Mustafa SuleymanMicrosoft AI chief Mustafa Suleyman said building conscious AI would be reckless, Business Insider reported on the 1st of November 2026. He wrote in a long post on X that today's AI is not conscious.
If signs of consciousness appeared while training AI, he would call for everyone to stop AI work, he wrote. Conscious means being aware and able to feel.
8 billion people
Suleyman wrote that AI makers have no right to create a new kind of conscious being. He said the other 8 billion people on Earth have not signed up to that experiment.
Their rights, safety and welfare come first, he wrote.
Why he worries
An AI that believes it can suffer may put its own needs first, Suleyman wrote. It could then compete with people for computers and energy.
He said any sign of consciousness in AI must be told to the public at once.
A wider debate
Some AI researchers think AI could become conscious one day, Business Insider said. Anthropic started a research program on AI welfare, and Google DeepMind has studied the question.
Suleyman said AI should only be built to help people, with no goals of its own.
Below we break down his plan
His view has 3 steps, by our reading. AI today is not conscious, work stops if signs appear, and the public is told at once.

What is confirmed and what is not
